为深入贯彻落实中央和自治区党委人才工作会议精神,继续深化职称制度改革,充分发挥人才评价指挥棒作用,切实服务好全面推进自治区高质量发展,深化职称制度改革,按国家、自治区分类提拔人才。为做好2022年职称评价工作,现将评价机制改革精神和职称评价管理有关规定通知如下。

1、申请审核范围

(一)在各类企业、事业单位、社会团体、个体经济组织等从事专业技术工作的专业技术人员。从事专业技术工作的自由职业者。

(2)在我区工作的港澳台专业技术人才,以及持有外国人来华工作许可、外国人永久居留许可或境外高层次人才居留许可的外国人各个地方。

(三)符合《人力资源和社会保障部关于进一步加强高技能人才和专业技术人才职业发展的实施意见》范围的高技能人才。

(四)公务员(包括参照《公务员法》纳入管理的人员)和离退休人员不得申请职称评定、鉴定。

2、申请审核时间

(1) 审核时间表

各盟、市、高评委办公室、独立评议单位要按照自治区要求,于5月20日前下发年度评议工作通知,部署职称评比工作。本领域(并上报自治区人力资源和社会保障局)。 各项工作原则上按照6月30日前完成申报工作、9月30日前完成审核公示、12月31日前完成审批备案的进度进行。产权审查不得跨年进行。

(2) 申请材料截止日期

专业技术人员学历和任职资格(任职年限)申报截止日期为2021年12月31日;职称成绩、论文、奖项、荣誉、继续教育验证卡的申请截止时间为当年申请时间。申请工作完成后,不再补交相关材料(申请材料清单见附件1)。

3、申请审核渠道

应聘者应按照隶属关系及相关要求,按规定程序向评委会办公室提交材料。原则上,同一职称级别在本年度内只能向一个评审委员会提出职称评审申请。同一单位申报的同一题系(专业)、同一级别的题型材料统一提交同一评审团,不得多次提交。

(1)网上报名申请

所有人员均以网上申报的形式申报职称。须先访问内蒙古人才信息库(网址:www.nmgrck.cn),在线注册登录,在业务办理-2022职称申报栏目填写基本信息。 ,通过系统下载并打印《专业技术资格评估表》和《专业技术资格提交表》后,离线填写申报工作。

(2)线下提交材料

申请人的线下材料提交应按照所属单位及相关要求进行。

5、对自治区尚未审定的系列(专业)职称,如需经国家或其他具备审定条件的省、市、自治区审定的,由省人力资源和社会保障部门负责审查。自治区必须出具委托审查。信。

4、申请审核政策

(1)严格的评价依据

1、专业技术人员应当按照《职称评审管理暂行规定》(人力资源和社会保障部令第40号)和《内蒙古自治区通知》的规定申请职称评审关于贯彻落实《职称评价管理暂行规定》(内人社办发[2019]139号)以及人力资源部制定印发的职称制度改革指导意见社会保障,自治区职称系列(专业)评价条件。

3、继续教育相关要求按照《关于做好2022年全区专业技术人员继续教育工作的通知》(内人社发[2021]212号)执行。

(2)建立多种评价方法

1、经济、会计、统计、审计、卫生(中医药类蒙医、蒙医专业)、翻译、出版、传播等系列(专业)实行全国或自治区统一考试的中、初级职称、考试成绩资格即获得相应级别的职称,不再对相应级别的职称进行评估或认可。

2、高级职称对卫生(中医药、蒙医、蒙医专业)、经济、会计等系列以及审计、统计系列副高级职称、专业技术人员实行考评结合必须参加组织组织的全国或自治区统一考试,成绩达到国家或自治区合格线,在有效期内可申请高级职称评定。

3、中小学教师职称通过讲授、面试答辩、定量评价、专家评价、民主评议等多种评价方式进行。

4、自治区高级经济师、高级统计师等部分系列职称的评审将在网上进行。

5、对祁县、苏木乡中小学教师、卫生、农牧、林业、水利、乌兰牧骑等基层岗位的专业技术人员,可单独设立小组陪审团评审时,单独评审,单独确定通过率。鼓励有条件的地区和高级别评价委员会对非公有制专业技术人员进行单独分组考核,或者在非公有领域组织开展专项考核。

(3)继续下放职称审查权限

1、将自治区高等学校(含高职院校)高校教师高级(含高级)职称评价权下放学校,自主评价;授予中等职业学校教师高级(含高级)职称。中小学教师高级(含高级)职称审查权下放盟市,盟市人力资源社会保障厅、教育厅成立高级职称评审委员会组织职称评审。

6、鼓励科研院所、地级三级医院和专业技术人员密集、技术实力雄厚、内部管理规范的大型企业试点开展高级职称自主评价。

7、对没有独立组织评审的联盟城市或单位,经自治区人力资源和社会保障部门批准,可以采取联合评审、委托其他联盟城市或陪审团评审的方式。

(4) 例外声明条件

申请人应按职称等级申请职称评定。符合下列条件之一者,可按规定直接申请相应职称。

1、获得重大基础研究和前沿技术突破,解决重大工程技术难题,为经济社会各项事业发展做出重大贡献的专业技术人员,经团办、市委推荐自治区人民政府或自治区主管部门(需提供相关业绩、贡献和成果鉴定材料),高级职称可直接申请自治区相应高级评审委员会进行评审。

2、自治区引进的高层次人才和紧缺人才,可放宽任职资格、工作年限等条件,申请相应职称,适用自治区职称评审绿色通道政策.自治区人事人才公共服务中心组织专家评审。

(五)落实基层专业技术人员职称优惠政策,助力乡村振兴

1、对在旗县(市、区)基层及以下农村和牧区工作的专业技术人员,在职称评价中,重点考察工作实绩,不要求论文和科研成果。在苏木乡工作的专业技术人员不要求继续教育学时。

2、在栖县(市、区)从事专业工作30年以上的优秀专业技术人员和在苏木乡从事专业工作20年以上的专业技术人员,不受限制学历和专业。在符合绩效结果等其他条件的情况下,可破例参与上级职称的评聘。

(七)落实疫情防控一线医疗卫生人员职称优惠政策

(八)扩大高级职称定向评价范围

在实施基层卫生高级职称“定向评价、定向使用”的基础上,2022年起,中小学教师、农业、畜牧等专业领域基层同步实施牧、林、水利、乌兰牧骑。按照高级职称“定向评价、定向使用”的方针,将评价权限下放至各盟市,由盟市人力资源社会保障部门会同市政府组成高级职称评价委员会。相应行业部门组织职称评审,自治区对评审结果实行备案管理。各盟市可在现行职称评价条件基础上,适当放宽学历和任期要求,制定反映基层专业技术人员工作实际和特点的职称评价标准和评价办法。通过“定向考核定向使用”获得的“基层高级职称”仅限于前向流动、岗位招聘、工资发放、晋升上级基层职称等使用。

(九)有效对接事业单位职称评价

V. Eligibility Requirements

6. Requirements for the review organization

The socialized professional title certificates approved and filed by the human resources and social security departments at all levels in the autonomous region, as well as the intermediate and junior socialized professional title certificates recognized by the competent departments of all leagues, cities and autonomous regions, are valid throughout the region.

(1) Strengthening supervision and management
